CCOO Demands From The Ministry That The Preliminary Draft Of LOSU Be Debated And Consulted
The union considers that the proposal, in addition to not having an economic memory, perpetuates the most pressing problems of public universities: financing, governance and their social role in reducing inequality, endangering their future.
Workers’ Commissions shows its rejection of the current draft of the Organic Law of the University System (LOSU) presented by the Ministry of Universities directed by Manuel Castells, because it has not been discussed with the university community and because it has not been negotiated with the social agents. This has been demonstrated by the union this morning in a concentration at the Rabanales Campus of the University of Córdoba, taking advantage of the opening ceremony of the academic year attended by Castells and King Felipe VI, on which occasion they have demanded dialogue from the Government and negotiation.
The union ensures that the proposal worsens the current situation of public universities for several reasons, among which is the promotion of a neoliberal model, leaving higher education at the service of political and economic interests, far from its vocation. service to society and more focused on the formation of elites than a commitment to universal education that has proven to be an important tool in reducing social inequalities. Along these lines, the scholarship and aid policy continues to be conditioned by academic performance.
Nor does the LOSU provide a clear economic memory to face the challenges of modernization or to reduce job insecurity and the cuts suffered in the last twelve years, leaving a future investment plan of 1% of GDP, well below the average of the European Union and the OECD.
One of the most serious problems for CCOO is that the internal structure is also modified , reinforcing the role of the Social Councils and their participation in the government of the University, establishing a new configuration and appointment mechanisms, while at the same time The participation and representativeness of the university community is restricted, drastically reducing internal democracy with the system of election of the rectorship, deanships and other governing bodies. Similarly, accountability mechanisms are eliminated and the proliferation of concerts without supervision by university bodies is facilitated.
The proposal presented by the Ministry led by Castells will not solve the precariousness of the workforce by not contemplating the clear development of professional careers – neither vertical nor horizontal, not even the possibility of internal promotion as in the rest of the civil service bodies and State officials ??, maintains the current external accreditation systems (ANECA) and returns to the LRU system so that the competition-opposition process is mainly made up of external components to the university that summons the place or to impose stays in other centers for a period of nine months.
